It seems like Iraqi citizens have bore the brunt of the attacks ever since we got there. Of course, the numbers all depend on how you define "terrorism." Does it only include actions by a non-governmental entity? Is the PLO an NGO? Does it have to be political in nature? What's the difference between a 'regular' insurgent attack and a terrorist insurgent attack? Do the Nazi raids of London or the firebombings of Dresden count?
